The 45-metre man-made waterfall and the 3,500-seat amphitheatre aren't open continuously — they run during scheduled "viewing windows" tied to specific events, so there's no guarantee the waterfall will be flowing on the day you visit.
Given the irregular access to the waterfall itself, it's best to plan the trip primarily as a viewpoint visit over the bay and mountains, and check the waterfall's operating status separately in advance.
